Integrated English Literacy and Civics Education (IELCE)

The Integrated English Literacy and Civics Education (IELCE) programs in North Carolina play a crucial role in helping adult immigrants acquire the necessary language and practical skills for effective integration into American society. Supported by Section 243 of WIOA, these programs go beyond traditional ESL instruction by integrating civics education and workforce training through Integrated Education and Training (IET) activities. IETs enable participants to simultaneously improve their English proficiency while gaining vocational skills that align with local labor market demands, preparing them for meaningful employment and active civic engagement.
Title II WIOA Section 243 funds in North Carolina are allocated by the North Carolina Community College System using a formula established by the State Board of Community Colleges (SBCC) in July 2019. The allocation formula consists of three main components:

Base Allocation (70%): Seventy percent of the total available funding is distributed equally among all providers.
Participation Allocation (10%): Ten percent of the funds are distributed based on each provider’s share of participants. A participant is defined as an individual who has received at least 12 hours of service within a Period of Participation (POP). The provider’s share of total participants is multiplied by a designated allotment to determine their specific allocation.
Performance Allocation (20%): The remaining twenty percent of the funds are allocated based on each provider’s share of Measurable Skill Gains (MSGs). Similar to participation, the provider’s performance share is multiplied by a dedicated allotment to determine their specific funding.

The participation and performance components are based on last full program year’s final data set. For example, funding in program year 2024-25 is based on the participation and MSG of students in the 2022-23 program year.
